Coming out of Ihram

Q.) Can a person use soap or shaving cream to shave the hair after Umrah?

A.) A person in Ihram, Hajj or Umrah will come out of Ihram only after shaving at least one quarter of the hair of the head. Therefore, anything contrary to Ihram will not be permissible before this. This includes shaving the hair using soap or cream, etc which have a fragrance. (Aap ke Masaail aur unka Hal; Ml. Yusuf Ludhiyanwi vol.4 pg.143; Maktab Bayyinat).
